The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.
Harold Stearley
Judge
Harold Stearley earned a Bachelor of Science degree in Nursing from the
University of Missouri-Columbia in 1986. After practicing in critical
care nursing, he returned to the University and earned his Juris Doctor
in 2000. He clerked for the Honorable Ronnie L. White at the Missouri
Supreme Court between 2000 and 2002, and again during Judge White's
term as Chief Justice between 2003 and 2006. In between terms at the
court, he was employed in private practice litigating in the areas of
medical malpractice, workers' compensation, personal injury, and
criminal and professional defense. He joined the Public Service
Commission in June of 2006.
