The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.
How To Get Involved
There are several ways to make your voice heard before The Missouri Public Service Commission.
Attend Public Hearings and Provide Testimony
- The commission holds public hearings to provide an opportunity for
ratepayers to voice their opinions about pending rates cases and also
discuss any service related issues. Providing testimony at a hearing is
easy. If you testify, you will be called by a Regulatory Law Judge and
be sworn in. Your statement will be transcribed by a court
reporter and will be part of the official case record that the
commission reviews in making a decision.
Submit Comments In Writing
- If individuals cannot attend one of the scheduled public hearings
they can submit comments to the PSC electronically or by mail. (Please
reference the Case Number.)

Find Out Information About Cases Before The Commission
- The Electronic Filing and Information System (EFIS) will allow you view case documents on-line. Most documents are in Portable Document Format (PDF) unless otherwise noted. Users can search by case number, utility, and date of filing. To access this system go to the “EFIS/Case Filings” tab on the left side of this page.
