The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

FOR IMMEDIATE RELEASE -- APRIL 16, 2008

JEFFERSON CITY—Missouri Rural Electric Cooperative and the City of Palmyra have filed a joint application with the Missouri Public Service Commission seeking commission approval of a territorial agreement which designates the boundaries of each electric supplier in three tracts of land within Marion County.

The territorial agreement establishes an exclusive service territory for Missouri Rural Electric Cooperative in two tracts of land within Marion County.  It also establishes an exclusive service territory for the City of Palmyra in one tract of land within Marion County.

 The joint applicants state the territorial agreement is in the public interest because it will prevent future duplication of electric service facilities and will also allow electric customers within the area to know with certainty their service supplier.  The territorial agreement applies to new structures.  It does not require the transfer of any facilities or customers.

Applications to intervene and participate in this case must be filed no later than May 5, 2008, with the Secretary of the Missouri Public Service Commission, P.O.
