The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

JEFFERSON CITY—The Missouri Public Service Commission has granted a request filed by Interstate Power and Light Company (IPL), f/k/a IES Utilities, Inc. which authorizes IPL to transfer its high-voltage transmission line assets in Clark County, Missouri to ITC Midwest LLC (ITC). The Commission has also granted a certificate of public convenience and necessity to ITC to operate those assets.
In 2002, the Missouri Public Service Commission approved an application authorizing IES Utilities, Inc. to construct and operate a transmission line in Clark County, Missouri. That transmission line, approximately 9.5 miles in length, interconnected the IES transmission system in Keokuk, Iowa and Ameren’s transmission system in the vicinity of Wayland, Missouri. In this case, the joint applicants sought the transfer of assets as well as the certificate of public convenience and necessity from IPL to ITC.
The Staff of the Missouri Public Service Commission recommended the application be approved in an August 17, 2007, filing. Staff believes the proposed service is not detrimental to the public interest because the line serves no Missouri retail customers, and because ITC has the managerial and technical capability to own, operate and maintain the line.
“The Commission concludes that ITC’s ownership of the proposed transmission line is both necessary and convenient for the public service because by owning that line, ITC will continue to serve customers in the Keokuk, Iowa area that IPL currently serves,” the Commission said.
