The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

FOR IMMEDIATE RELEASE -- OCTOBER 25, 2007

    JEFFERSON CITY---The Public Service Commission staff has filed a motion to amend a complaint alleging that there may be other mobile home parks in Missouri in addition to Blue Acres Mobile Home Park in Columbia receiving water and sewer services from Universal Utilities, Inc. (Universal).  Staff alleges Universal is providing water and sewer services in other areas of the state without a certificate or other authority from the PSC. 

    On September 13, 2007, the PSC staff filed a complaint alleging Universal and its president Nancy Carol Croasdell were providing water and sewer service to the public for  gain without a certificate or other authority from the PSC.  Staff alleges in its complaint that Universal unlawfully provided water and sewer services to the Blue Acres Mobile Home Park in Columbia.  Blue Acres has approximately 114 pads. 

    In a motion filed on October 24, 2007 to amend its complaint, staff alleges that through investigation, it has reason to believe Universal is holding itself out as a public utility and is providing water and sewer services to the following mobile home parks in Missouri: Green Hills Mobile Home Park in Columbia; Coach Mobile Home Court in Arnold; Valley View Village in Blue Springs; and Bunker Hill Mobile Home Park in Kansas City.  Staff also stated that further investigation may show that Universal is supplying service to other mobile home parks in the state.

    In its complaint case, staff is seeking a commission order which would bring Universal under PSC regulation.  The company would then be required to operate under PSC rules and regulations and the commission would set the rates that Universal could charge customers for water and sewer service.  In addition, staff is seeking commission authority to have its general counsel go to circuit court to seek penalties against Universal for allegedly providing water and sewer service for gain without any authority to do so from the Public Service Commission.

    The Missouri Public Service Commission will hold a local public hearing in Columbia on Monday, October 29, 2007, to receive customer comment on the staff complaint case.  That hearing will be held in the LeMone Building, Room 130, 3215B LeMone Industrial Blvd.  The staff will conduct an informal question and answer session starting at 5:30 p.m. The local public hearing starts approximately 30 minutes later and will conclude when the last witness has testified.
