The Missouri Public Service Commission regulates investor-owned electric, steam, natural gas, water and sewer and telephone companies. Its mission is to ensure Missouri consumers have access to safe, reliable and reasonably priced utility service while allowing those utility companies under our jurisdiction an opportunity to earn a reasonable return on their investment. The PSC also regulates manufacturers and retail dealers who sell new and used manufactured homes and modular units. The commission was established in 1913. The PSC is comprised of five commissioners, who are appointed by the governor.

JEFFERSON CITY---The Missouri Public Service Commission has approved the sale of the Lincoln County Utilities Company sewer system to Public Water Supply District No. 1 of Lincoln County.
In a memorandum filed with the commission on June 25, 2008, the PSC staff recommended the application be approved. On June 26, 2008, the Office of the Public Counsel filed a response stating it had no objections to the PSC staff recommendation. The Office of the Public Counsel is a separate state agency which represents the general public in matters before the commission.
Customers of Lincoln County Utility Company will experience a rate increase under the sewer system sale. Currently, Lincoln County Utility Company customers pay $6.50 a month for sewer service. That rate has been in effect since January 1978. The Public Water District No. 1 of Lincoln County will apply its existing sewer rate. Monthly sewer bills for residential customers with 5,000 gallons wintertime water use would be $38.80.
In 1991, the Public Service Commission approved an application which authorized Lincoln County Utilities Company to sell and transfer its water system to Public Water Supply District No. 1 of Lincoln County.
Lincoln County Utilities Company serves approximately 170 sewer customers in Lincoln County near Moscow Mills, Missouri.
